为什么只能用it is 不能用there are

用there be句型的话也不用there are吧.there be应该是就近原则,there is起码才符合语法.
再问： 为什么there is才行呢 因为only?那如果there is就可以了吗(ω`)
再答： There is a lot of water and fish in the lake.
There are a lot of fish and water in the lake.
fish作水里的活鱼讲是可数名词，但它的复数形式仍是fish。
句子中and前面是单数吧。我觉得there is可以哎，有没有不符合的地方我想不出来了。
