随着改革的不断深入,国企改革在整个改革的洪流中呈现出了越来越多的不和谐.如：大量国有资产的流失、国企领导干部的纷纷落马,以及由此而产生的国企员工与领导干部之间的矛盾等.为此,我们必须对企业内多年来的改革之路进行认真的思考,特别是对企业改革中如何防止领导干部的腐败问题进行深刻的反思.必须通过法制制度的健全,使企业中的领导者 “不能腐败”,进而达到防止权力滥用、遏制腐败现象滋生、蔓延的目的.
本文主要结合笔者近二十年的国企工作经历,对上海氯碱化工股份有限公司在改革中存在的一些问题进行了阐述,包括：领导干部的产生方式、对领导干部的监督方式以及对领导干部监督的职责分工中存在的问题.为了能够使这些问题得到解决,笔者提出了一些不成熟的设想和对策,如加强会计和工会对领导干部的监督作用等.笔者希望通过本人的努力,能够使大家对国企改革中存在的问题引起足够的重视,并借助大家的力量,来推动和完善国企改革.

In this paper,the author of nearly 20 years of work experience state-owned enterprises,the Shanghai Chlor-Alkali Chemical Co.,Ltd.in the reform of the existence of a number of issues were also discussed,including:the selection of leading cadres,supervision over leading cadres and the way of leading cadres Supervision of the division of responsibilities in the issue.In order to make these problems are solved,I made some immature ideas and countermeasures,such as accounting and trade unions to strengthen supervision over leading cadres role.I hope that through my efforts,so that we can reform the state-owned enterprises caused the problems that exist in sufficient attention,and with all the power,to promote and improve the state-owned enterprise reform.
