The previous decades witnessed the boom of industry,and the aggravation of the climate.By the middle of the 20th century,it was becoming clear that human action had significantly accelerating the process of “global warming”.In Europe,the heat wave in the summer of 2003 resulted in over 30,000 deaths.And in one of many terrain changing developments,160 square miles of territory broke away from the Antarctic coast in 2008 — its bindings to Antarctica having literally melted away.Today,nearly all scientists agree that we must stop and reverse this process now — or face a devastating cascade of natural disasters that will change life on earth as we know it.
As a member state of the European Union,France has signed the Kyoto Protocol on the 29th of April in 1998.In Kyoto,the European Union committed itself to reduce by 8% its greenhouse gas emissions.While the government of France makes higher demands of reducing gas emissions to 25% of current level to 2050 .We have also set the target that the sustainable energy has a percentage of 20% of all.We emphysize that the action to the climate challenge has always occupied a central position in the policy of France.The percentage of the emission of carbon dioxide in the French Republic is the lowest in Europe.We We expect all other industrialised countries to fulfil their own commitments.
Under the suggestions of UN experts,we urges all developed countries to cut their emission by 80%-85% in 2050,on the level of 1990.For the developing countries,we are looking forward to see more ambitious targets of finding low-carbon development and clean energy technologies with the supports from developed countries.Those countries which are directly affected ,incuding African countries and the Pacifies Islands,should be in the first position .France has put 430million euros into public development aid to support the items towards climate work.We also recommend the carbon-market as the new way of financing support.
France is willing to cooperate with all countries and hoping to reach an agreement in the meeting.
