这是对not...until的句型的until引导的从句或者短语进行强调,其结构是：
It is/was not until+短语/从句+ that+句子其他成分.所以只要看到It is/was not until 后面就要选that 而且注意that后的句子要用肯定.因为not已经提前了.

She didn't remember her appointment with the doctor until she had arrived home.
又如：I didn't see him until 1999.
把这个句子改为强调句：
It was not until 1999 that I saw him.
