3.To issue the non-operative 2% PB,the Seller can consider but definitely not with the POP.The POP has to be bank-to-bank.The Buyer has to show through bank-to-bank that he has the fund to purchase the oil and the Seller's bank will show the POP to Buyer through the Buyer's bank.This is the usual procedure.No seller,as far as I know,will send the POP to buyer with-out knowing whether the buyer has the money to transact;
4.Seller can show you the draft copy of the PB if the buyer agrees to item (3).
