我觉得C答案的often 有问题,often是频度副词,意为“经常,时常”,表示反复性的动作或状态,而when 引导了一个时间状语从句,从句中的动作不需要强调它反复发生,一般需要强调的是主句的动作发生的频度,表示从句动作发生时或从句表示的状态下,主句动作也会发生的频率比较高,比如：
Young people are often unhappy when they are with their parents.
He would often tell me interesting story when I was a child.
He often follows me when I go shopping.
