我觉得这道题关键在于理解句意.
句意的意思是：如果你想学会溜冰,那么对你来说要学的最重要的东西是怎样去保持平衡.

我认为,如果去掉how,那么就是：对你来说要学的最重要的东西是保持平衡.
表面上看起来似乎没大问题,但是在说这句话时,应当是对方还没有学会.所以加个how更能突出说话的感情主调与想要突出的部分在哪.
总之,意思大概就是,加个how,表示还没有学会,否则例如:To do exercise is good for our body.为什么不加how呢,因为它不是学不学会的问题.
