俗话说,“最危险的地方也是最安全的”.如今,欧洲人正梦想着将这句名言应用到交通管理上.据德国《明镜周刊》最近的报道,作为试点,欧洲7个城市和地区正在尝试取消街上所有的红绿灯和指示牌,让司机和行人通过自我约束来维持交通秩序,真正做到友好相处.
欧洲人的“前卫”可谓让人大跌眼镜.在我们还没有将“遵守交通规则”、“不闯红灯”贯彻落实的时候,人家欧洲人已经开始“反濮归真”了.这引起我的一些思索.
规则意识不是凭空得来的,事实上,任何深入人心的规则都需要强有力的保障.欧美国家一般都有严格的交通法规,以及最铁面无私的执行者.在新加坡,行人不遵守交通要被处以高额罚款,如闯红灯、不走斑马线乱穿马路要罚款20新元(100元人民币).
回过头看,欧洲城市取消红绿灯和指示牌并不是“开倒车”,反而是在规则已经深入人心的情况下,取消了“有形”的规则,而放心地让已经根植于内心“无形”的规则发挥作用.
那么,这对我们有什么借鉴意义呢?首先要严肃法纪,继续维护“有形”的规则,对不遵守交通规范的人严格按章办事;其次,更重要的是从小事着手,培养和形成我们内心“无形”的规则,直至把这种规则变成一种信仰,融入社会生活的方方面面。相信只要如此,有一天我们也可以骄傲地对红绿灯“说不”。

As an old saying goes, "the most dangerous place is also the safest." Nowadays, the Europeans are trying to practise this saying on traffic management. According to MIRROR WEEKLY report, 7 cities and districts, as experimental units, are trying to cancle all the traffic lights and signals
in the streets so that the drivers and walkers must maintain the traffic order by their self restrict and achieve a real friendship.

The European modernism is really surprising. While we haven't fulfill the rules such as "obey the traffic rules" and "don't rush at a red light", those Europeans are already returning to simply no rules. It causes me thinking.

The idea of rule won't come by itself. In fact, any rule that accepted by everybody needs strong protection. European and American countries generally have strict traffic rules as well as strict law-executers. In Singapore, people who don't obey the traffic rules will be highly amerced. For example, 20 Singapore dollars (about 100 RMB) will be amerced if you rush at a red light or fail to cross the street through the zebra crossing.

Let's look back. The European cities cancelling traffic lights and signals is not turning back but the contrary. It only cancels the rules which are well accepted and let the invisible rules in people's mind to show their effects.

And what can we learn from it? First we must strengthen our law and maintain the "visible" rules, which means to penalty those who break traffic rules seriously. Second, and what is more important, we must cultivate the invisible rules in our mind through every tiny thing until one day the rules turn to be a kind of belief which is accepted in every part of sociaty. I believe if we keep doing like this, there must be a day when we can proudly say no to traffic lights.
