s aviation,economics, or political science.
In the hands of such experts the most innocent news items can be of more value than aroll of microfilm.The question these experts constantly sdk as they study the raw information is “Why?”Why has a railroad line been closed? When the experts can figure out the answera to questions such as these,ther are likely to be in possession of valuable intelligence material.The CIA ,for one, has develoted this kind of research into a fine art that it calls creative intelligence---that is, producing a wide range of inferences and deductions from a limited amount of information.
During the Cuban missile crisis,for instance, CIA assessors were often able to deduce the contents of packing cases on the decks of Cuba-bound ships From aerial photographs they calculated the size of the crates, and by knowing from other intelligence soutces when and where the ship had loaded,they were able to infer with a high degree of accuracy the most likely contents.Similarly,during World War II the Office of Srantegic Services (OSS)—the wartime precursor of the CIA—was able to deduce which French rail lines had been damaged by Allied bombers simply by lack of rail transportation,the price went up; when the line was repaired and produce began flowing again, prices dropped.
