反倾销是WTO所允许的保护国内产业的三种合法手段（反倾销、反补贴和保障措施）之一.作为WTO赋予其成员的合法权利,反倾销日益成为各国解决贸易摩擦或纠纷的有效途径.近几年来,世界许多国家和地区在钢铁贸易方面纷纷采取保护措施,对进口钢铁产品实施反倾销,钢铁贸易摩擦频频发生.在国际钢铁贸易摩擦日益激烈的情况下,一方面,一些国外钢铁企业对我国国内钢铁市场进行产品倾销；另一方面,西方发达国家又对我国出口钢铁产品频繁使用反倾销措施.因此,我国钢铁企业可谓面临着倾销与反倾销的双重冲击与考验.本文在简单地介绍反倾销的定义和一些基本知识的基础上,透过我国钢铁业亲身经历的反倾销案例,来分析我国钢铁行业所面临的反倾销状况和遭遇反倾销调查的特点,再结合我国钢铁行业频频遭遇反倾销调查的背景,以总结出外国对我国钢铁业进行反倾销调查的主要原因.针对国外对我国钢铁出口产品的反倾销指控,并根据国内一些比较新的方案,提出了一些对应的解决策略,以尽量降低我国钢铁业遭遇反倾销调查的几率以及在应对国外的反倾销起诉中应当注意的问题,尽最大的努力保护我国自己的钢铁业免受损失.
