我国是世界上受各种灾害和突发事故影响最严重的少数国家之一,平均每年造成近13万人死亡,直接经济损失高达国家财政收入的1/4至1/6.而且,随着社会经济的发展和人类活动的增加,受灾害和事故的损失还在以更快的速度增长,进入二十一世纪经济损失已达到每年上千亿元的水平,也给人民生命财产带来了巨大损失,严重影响了我国的可持续发展.由于我国的应急救援体系还不够完善,救援的技术和装备与世界平均水平还有一些差距,致使有的救援不及时、不科学,花钱很多而实效不佳,并且带来一系列遗留问题,影响了社会稳定.政府不得不承担善后责任,不但面对遇险人和遇难家属的种种责难,还要承受国际压力.

Our country is one of the few countries in the world that are most severely affected by disasters and emergencies which cause an average of nearly 1.3 million deaths and a direct economic loss of 1/4 to 1/6 of the state revenue every year.Moreover,with the economic development and increased human activities,the loss is growing at a faster rate and has reached hundreds of billion yuan each year after 2000,which caused huge damage to people’s lives and had a serious impact on our country’s sustainable development.Unfortunately,as the national emergency rescue system is not perfected and the gap between our rescue techniques and equipment and the world average is yet to reduce,our emergency rescue is sometimes not enough timely,scientific or cost-effective.As a result,many issues were left and social stability is affected.The government had to take the responsibility of not only facing the blames and inquiries from the victims and their family,but also bearing international pressure.

整体挺好的,就来挑挑刺吧（哈,如果换成自己写的话,小毛病说不定会更多）
1) 13万人 = 0.13 millions.
2) 汉语原文里也有问题,习惯上应该是“1/6至1/4“.
3）state financial revenue.
4) after 2000 应该改为 after entering 21 century 或 after the year of 2000.否则2000就象个数字.
5）应急体系那句太长了,好几个and.
6）is sometimes not enough timely 应该是 is sometimes not timely enough,或者用这个更好 is sometimes not adiquately timely.
7) blames and inquiries 应该是 blames and critics.不是咨询询问,也不是要求demand而是责难批评.
