改革开放以来,我国渔业发展取得了举世瞩目的成就.对渔业经济发展的研究也不断深入,在渔业资源可持续利用、渔业产业结构、水产品贸易、行业协会、渔业制度、渔业现代化、渔业发展战略、循环经济研究、渔业管理等方面取得了大量的成果,形成了较完善的研究体系,今后应进一步夯实理论基础,使研究更加系统化、细致化、国际化,以推动渔业经济研究的不断发展.
渔业配额制度是在渔业资源过度捕捞所导致的渔业危机和传统的投入控制管理模式失效的历史背景下,基于渔业资源生态特性而构建的一种产出式的渔业管理模式.它是在总可捕量基础上发展起来的,最早雏形始见于美加间的渔业管理实践.冰岛、新西兰等主要渔业国家结合本国国情实施了不同外在形式的配额模式.该制度具有专属性、持续性、可转让性、激励性等外在法律特征.资源的特性决定了配额制度的实质内涵是一种不得超越总可捕量的共同义务.义务本位下的配额制度,其意蕴是一个管理问题,而非产权问题.产权的手段并不能根本解决渔业危机,私权的行使必须处于公权力的监管之下,配额制度才能发挥应有实效.

made remarkable achievements. Also deeply research on the development of fishery
economy, the sustainable utilization of fisheries resources and fisheries
industry structure and system of aquatic products trade, industry associations,
fisheries and fisheries modernization, fisheries development strategy,
circulation economic research and fisheries management has achieved lots of
achievements, formed a relatively complete research system, in the future should
further strengthen theoretical basis, make the research more systematic and
detailed, internationalization, in order to promote the continuous development
of fishery economy research.
Fishing quota system is in the fishery resources fishery crisis

input control management model, based on the fishery resources ecological

system is a kind of common obligation shall exceed total can catch. Under
obligation standard quota system, its meaning is a management issue, rather than
the property. Property means fishery crisis cannot be fundamentally solved, the
exercise of private rights must be under the supervision of the public power,
the quota system to play their practical results.
