These was a summary made by Nancy Folbre in a New York Times' website blog.It was referring to a 2003 US government report on federal employees sex gender pay gap.Her summary of this report was literally correct yet misleading.Go to huup://www.gao.gov/new.items/d0435.pdf to see for yourself.Nancy Folbre was an Economic professor.She also claimed that women started work at 8 AM just like men but no pay until the clock hits 10:38 AM.You can still hear some people quote this 10:38 punch-in for women.This is all about misleading information and then keeping alive by miss-quoting.
OK,enough of my ranting.Let's go back to your question:
1) take more time out from employment - many women assumed more responsibility of managing between career and family then men.This resulted in women work less hours per week - time off to give birth,time off when children were sick,time off for parent-teacher interview etc.Women also were more willing to forgo better job or advancement in order to manage their family or to make a family.All these were talked about in the US study.
2) But a 2003 GAO study controlling statistically for these factors ...- you have a typing mistake - it was 'these' factors,NOT 'three' factors.The whole statement would be senseless if it was three factors because the confounding factors for men/women pay gap had more than 3 factors.This study did accounted for many confounding factors (this is what it meant - these factors) by statistical method before trying to find the possible reasons why there was a pay gap.
My thought - I agreed with the authors remarks of this study in their discussion section - why people choose what they choose are multi-factorial.It is difficult to account for every motive.Even if we can account for a comprehensive factors,it was still difficult to prove the pay gap was indeed caused by gender discrimination alone.
3) flat-line,an intransitive verb,can used as a verb.Yes,you can say flatlined or flat-lined.
