人力部长官：
本人于07年9月来到新加坡旅游,经考察加入了朋友的宏志公司,合伙做生意,其间租用了200Jalansuitan#01-18E店面房四个半月,并向人力部申请创业准证,结果是我的合作伙伴李立森的申请被批准,我的申请被拒绝了,而当时的店面实际由我独立支撑着,因我没有合法名份,李立森又不能独立经营,只得退了店面房,我于08年2月离开了新加坡,后经新加坡上海领事馆再次签证,来到新加坡,在4月份我单独申办了上征贸易有限公司,并向人力部申请创业准证,因有上次经验教训,没有先租店面房,结果又一次拒批.
其后的时间我一直在中国,虽然再次上诉,但因为人不在新加坡,信息不畅的因素,随被拒批但是未能及时在做上诉.
现在,我公司的发展部经理（我的儿子）已经拿到了贵国的EP,同时我也在中国做了一些准备（详见下文）.相信这些的帮助下,我的公司会得到高速的发展的同时对新加坡做出一些贡献.
在此,我诚挚的恳请人力部考虑我的特殊情况,给予我一次再上诉的机会.
我的上诉书具体内容如下：

Appeal Letter for Technopreneur/ Entrepreneur Scheme Visa
To Officer-In-Charge

I visited Singapore as a tourist in September 2007 and after careful observation,I joined my friend’s company,Hong Zhi Company,to partner him in business.We rented an shop space at 200 Jalan Sultan #01-18E for 4 and a half months and at the same time,applied to the Ministry of Manpower for the Entrepreneur visa.The visa for my partner,Mr Li Lisen was approved buy my application was rejected.
At that time,I was actually the person managing the shop.As I couldn’t officially register my name in the company and my partner couldn’t manage the business on his own,we have returned the shop unit and I left Singapore on Feb 2008.
I successfully re-applied for tourist visa through Singapore Consulate in Shanghai and returned to Singapore.In April 2008,I incorporated Shang Zheng Trading Pte Ltd and again re-apply to the Manpower Ministry for the Entrepreneur visa.Learning from the previous experience,I did not rent a shop first for the business and again,my visa application was rejected.
Subsequently,I have not been back to Singapore.Although I have applied for the visa again in China,but due to the difficulty in giving the necessary information,my Entrepreneur visa application has been rejected and appeal time has lapsed.
Currently,the Development Manager of my company (who is also my son) has obtained EP to work in Singapore.I have also made some preparation in China (pl see below) and I believe with this inputs,my company will expand and develop rapidly and at the same time,contribute positively to Singapore.
Hence,I sincerely hope that the Ministry of Manpower will evaluate my unique circumstances and give me an opportunity to appeal.
