当promise做“答应,允诺”的意思的时候,两者并无区别,只是Promise sb to do 中答应的对象更具体一些.

当promise做“有……的可能”的意思的时候,仅运用于Promise to do 这一短语.
如：

D.“同意做某事”应为agree to do sth. 既不定式作agree的宾语. 但不能说agree sb to do sth.（出自高考复习资料）
